Rename .wav file at boot up

,We have about 300 devices that need a sound changed.  The application that
we have uses alert3.wav for a particular process and the users need a much
louder and longer sound, which we have but it s not part of the standard
operating system sounds. As there is no command.exe to enable a batch file to
run renaming the file in the event of a cold boot, can anyone tell me how we
can do this.  I tried looking at fexplore.exe but there appears to be no
switches at all for it.

Forgot to mention.  These devices run Windows Mobile 2003
