I was going to tape some records onto a cassette, but I got the wires
backwards. I erased all of the records. When I returned them to my
friend, he said, "Hey, these records are all blank."

The next track button works on my desktop but not on my pocket pc. There it

How?
I use windows media, it has in the upper right portion of the screen arrows
for fast forward or rewind. But they don't respond in the pocket pc.

Load Media Player > Tools > Settings > Buttons
Select Next track from the drop down menu and then...
Hit the button you'd like for next track

Thanks for your help. Unfortunately, the fast forward still does not work.
The whole tape (i.e. all 20 songs) was recorded (in wav) in one continouos
operation, before being converted into an mp3. So there might be only one
track?

maybe you already considered this ?
"Music Match" (downloadable) and some others have a recording feature to
auto-magically split analog music input(i.e. Tapes, records, etc) into
multiple mp3 files by listening for a configurable period of silence.
(OR) you could download an mp3 or WAV editor and split the input into
multiple files.
i have used this on variety of audio lectures, books, music to reduce
annoyance/tediium of fast forwarding through minutes of audio to return to
a previous listening point etc.

The mp3 was produced by converting an audiotape to mp3.
