Thanks for the suggestion, but on the W2K3/SBS server there is no "Use
Simple File Sharing" option, which would seem to make sense since it would
go against other security settings, for a domain, when controlling user
access.
However, I did look at an XP client, and the "Use Simple File Sharing"
option was available and "selected", AND I could connect to the XP client
from the Pocket PC without a problem. I then "unselected" the option and
still could connect to the XP client without any issues. No difference in
connecting to XP with the option on or off.

Yes, that option on XP could make a difference if you have disabled the
GUEST account. Then the PPC will not be able to see any folder of the
computer until the option is unchecked.
I did not know if it exists in SBS.

I assume you are talking about the Pocket PC being listed in the Active
Directory? I have tried creating an entry in both the Domain->Computers
section of the AD tree as well as in the
Domain->MyBusiness->Computers->SBSComputers part of the AD tree without it
making a difference, same result, no share connection.
Any other ideas?
