One way may be to use the trial version of Tweaks2K2 and chose the disable WZC option.

Have you tried this?
It has been my experience that if you shut down,
I mean REALLY shut down WZC, all the WiFi
stuff becomes inoperable as it depends on properties
exposed by WZC that can't be found anywhere else.
The only exception seems to be *some* CF/SD
WiFi card manufacturers who write their own
config app to deal with the hardware...even most of
those depend on a part of WZC to get by.
Just curious-perhaps CTitanic has finally figured
it out-it's just a couple Registry entries...

I've found another way,
just by editing the registry.
I want to disable the WZC because I am writing my own wifi configuration
tool.
