This is probably something that will not be simple or cheap but you can
take a look at this solution:
http://www.credant.com/products.php
With it you can extend corporate security policies to Windows Mobile.
There are a few different levels of lockdown and versions of the
software, so take a look and see which one will do the trick for you.

Does your company wield the stereo shut on the company cars, too?

Well I doubt it as having employees listen to the stereo while driving won't
cost the company anything. Giving them mobile internet access they don't
need to do their jobs will.

If the company's paying for it, then why not block it at the server end?
Deleting Internet explorer is hardly deleting the Internet, although
Microsoft may beg to differ.

May not be possible. For example, if they use gprs to collect mail, or to
upload some kind of data, how do they differentiate between that and
browsing at the (mobile network providers) server?

Perhaps you could find a program that hides in the background and monitors
usage.
It could monitor the time that the users spend running non-productive
programs, such as Internet Explorer and Solitaire, and then stealthily
upload the data to the company -- where it could passed along to finance and
the users' pay could be automatically deducted for the amount of time they
are running non-productive software.
Maybe even install C4 into each of them, so if productivity reaches a
certain low level, it will explode -- taking out that damn commie worker
leaning on his shovel.

I don't have a solution but I'm interested to know why you need to do this?
Also, bear in mind that whatever you do, I believe a hard reset of the
device will undo it. Even if you use some of the aforementioned
encryption utilities. Though I may be wrong on the latter.

Check the poster's message headers, does "North Korea" bring to mind
unfettered 'net access... :)

I may be missing something but I don't see a reference to North Korea in
the headers and not at the web site quoted either.
