Unfortunately, it's not as simple as with Wi-Fi.
It's if and only if your PPC-side Bluetooth supports BT PAN (if it's
Widcomm/Broadcom, then, ti does; if it's a newer PPC phone with the MS BT
stack, you'll need a hack I've described on my blog). Then, thru PAN, you'll
see the shared directories as attached dirs.
If you don't have PAN and/or the MS PAN hack doesn't work, then, use
ActiveSync over BT and an FTP server on the desktop and an FTP client on the
client (this will only work with WM5). It's not as seamless as just mapping
a network drive, but works.

To expand on Werner's info...
While you can't browse for PC's on the network, you can connect to any
PC using pocket file explorer, then browse that pc's file shares which
are available with the logon information you used.
in pocket file explorer, select "open" and enter the exact windows
computer name for the pc you want to connect to... i.e.
\\mydesktoppc
