I'm tired of carrying a laptop around and think I could
do most of what I want buy carrying some kind of small
Internet device abt the size of an index card or so.
Is a smart phone best for me or does there exist some
worthy device out there that doesn't cost arm and leg
that would let me check my email and surf web pages in
wifi hotspots?

There are a huge number of options under that need and the answer
depends on exactly how you intend to use the device... for example, most
current phones have some way of checking email and most have internet
access but all have limits and tech difficulties.
As examples, the iphone is very user friendly, but requires an expensive
contract commitment and has lousy battery life where wmobile smartphones
are tiny with very limited screens and a high learning curve (i.e.
composing text on a phone number pad) and there are pricy umpc's which
have full laptop functionality and almost small enough for a pocket, so,
a bit more info about you, your needs and skills would help narrow
things down a bit.

My SAMSUNG SCH-I760 is a cell phone/PDA using Windows Mobile 6. It has a
slide out keyboard and the option of using a stylus to write on the screen
which using Transcriber converts into text at an incredible accuracy rate.
No more hitting the 7 key four times to get an 's'!
It has Word, Notes and Tasks, Excel, contacts, messaging, and email and the
internet using WiFi or a data subscription.
It has replaced an old phone and a PDA and is an excellent replacement.
There are several other devices which perform the same functions - my number
one requirement was writing on the screen and I was tired of waiting for the
Experia.

Not really - but works very well. It cost less than half what I paid for a
PDA five years ago...!

Most smartphones would work, and in addition, these devices without built-
in cellphones should give you a starting point for research:
The Nokia webtablets (N800 and N810) are small Linux-based devices with
good web and e-mail capabilities, Apple's iPod Touch units (iPhones without
the phone) also fit your requirements (web, e-mail, WiFi), and any Windows
Mobile based Pocket PC ought to get the job done (HP 110, 211.)

Do you need x86? If you do, go for a Tablet PC; for example, the TC1100,
which is dirt cheap nowadays. I don't really recommend UMPC's with tiny
screens.
