2 questions pls?
1. With bluetooth on a pocketpc phone.
Is the microsoft OS. control bluetooth 1 or 2? (can updates
improve?)

2. If so are there any 3rd party bluetooth drivers?

(they can connect and start to send data but the secure authentication
does not work with the brand in question and my S navman gps)

I have pcmobile 6.2 (I think) and a I-mate 9502 ppc

1. In general, you can't swap Bluetooth stacks. There're some XDA-Developers
Widcomm hacks for some (older) HTC models (see my dedicated article) - but,
as far as I know, nothing for i-mate's new models, which have a much smaller
(if at all existing) hacking community.

There are no MS BT updates either (for the built-in BT stack, that is).

2. you might want to re-post your question to
http://forum.xda-developers.com/showthread.php?t=351788 and
