You could try ActiveSync 3.71 - but others are reporting problems with
that (it works fine for me, however).
If you still have the installer for ActiveSync 3.6, you could try
downgrading. You don't need ActiveSync 3.7 or upwards unless you have a
Pocket PC 2003 device (or, I believe, a SmartPhone 2003 device - the
original version of SmartPhone works fine with 3.6).
What I don't know is precisely what you'd need to do to downgrade. I
think uninstalling ActiveSync first is likely to be required - and
you'll probably have to delete the partnership and backup files as well.
It could be more pain than it's worth.
The original poster suggested closing all running programs solves the
issue. In that case, installing a utility that makes the X button close,
rather than minimise, applications may help. Two possibilities are Omega
One's Battery Pack 2004, or Spb's Pocket Plus.
I have Pocket Plus configured to do this - maybe this is why I have no
great problems with ActiveSync 3.7, though I must admit I find
synchronisation more robust in Pocket PC 2003. You can't upgrade a 1910
to Pocket PC 2003, though.

I have an iPAQ h1910 and the same thing started happening to me after I
upgraded from ActiveSync 3.6 to 3.71.
Put this together with what other people have said here and I think its a
fair bet its some kind of bug in ActiveSync.
