It depends on how the app is written. Web-based apps actually run on
servers and use the handheld for UI, so they are dependent on the
browser, not the underlying hardware. Apps that actually run on the
device and take much user input may be easier to use on devices with
touch screens.

I am definitely biased (see link to web site below), but really do
believe that buying can be less expensive, and even more likely to
take less time, than writing your own. Especially if you've had little
experience writing for devices. And even more especially if you have
little experience writing programs. Time increases dramatically as
unforeseen problems are encountered and as specs change. Our programs
should satisfy this need easily. I'm pretty sure other companies make
software more specifically geared towards property management.

That uses messaging, and can use any message software running on any
phone. That includes the software that usually comes with phones.

You set up a server some place that can accept the messages. No need
to write any code for the handheld devices. That won't work easily for
your need at all.
