You have an older version of Pocket PC which does not support Activation.

I just recently purchased a hiebook (hi210) on ebay. I thought I had done my

I have an iPAQ 6515, free eReader and my books loaded on my SD card.  Most
of the books on my card do not show up in the eReader bookshelf.  They are
all *.pdb files.  Some books are there, some are not.  Anything I've loaded
on the card recently has not shown up in the bookshelf ...
