Away from the local network TS ddoes not start a VPN

I have a Blue Tooth GPS.  Ever since I upgraded my iPaq to Win 2003, when I
use the GPS, I lose the BT signal after a few minutes.  Then it always takes
several tries to reconnect and then again, I lose the signal.
