I have a little ping function that uses IcmpSendEcho2.  It works fine when
compiled with the older eVC compiler using icmplib.lib.  But MSCV 2005 does
not have that library and uses iphlpapi.lib instead.  Now my program links
fine but the IcmpSendEcho2 call fails every time.  ...
